Commissioning is a systematic process of ensuring that all building systems perform interactively according to the design intent and the owner's operational needs. This is achieved by documenting design and operation intent at the design phase and continuing through construction and acceptance with actual verification of performance. ETI develops project-specific commissioning plans that cover the design through construction phases, acceptance testing and post occupancy evaluation.

Design phase commissioning ensures that the design and operational intent are clearly documented and that commissioning for the construction phase is adequately reflected in the bid documents. Construction phase commissioning is a vital, but time-intensive process that ensures that buildings get built the way they were designed. Functional testing involves the dynamic testing of systems (rather than just components) under full operation. Commissioning activities that occur during the acceptance phase include O&M documentation, turnover meetings, and development of the commissioning report. Best practice commissioning activities that are not required by LEED, but can enhance the performance of the project and generally are well worth the investment. These include, off-season functional testing, performance monitoring, post occupancy walk-thru and system review and development of a recommissioning management manual.
